What is a greenway?

Greenways serve as links between people and the land, between urban and rural areas. Greenways can serve as links to rivers, parks, historic sites and downtown areas.

What are the benefits of greenways?

Greenways provide environmental protection in conjunction with economic development. They have the potential to create jobs, enhance property values and expand or attract business to the communities where they exist.

Who is ORGA?

ORGA is the acronym for the Oconee River Greenway Authority. The Oconee River Greenway Authority (ORGA) is a State Authority that was established in 2002 to protect the Oconee River and the surrounding archeological and historic sites. ORGA will also develop unique park sites along the Oconee River for purposes of recreation, historic preservation, education and/or conservation. Although the river will serve as a link to the parks, a greenway or trail will also be constructed.

Will ORGA use the power of eminent domain to condemn property along the Oconee River for the greenway?

No. ORGA does not have the power of eminent domain.

Who will pay for the greenway?

The greenway has received federal appropriations, grants from private foundations as well as the state, local funds such as SPLOST and money from private and corporate contributors.

Will the greenway flood?

Yes. Studies show that that the Oconee River floods approximately four times a year under normal conditions. The Oconee River Greenway Authority hired, and will continue to hire, experienced engineers who can design the park and facilities to withstand the force of floodwaters when the gates of the dam are opened. The good news is that ORGA continues to learn from other greenways, and believes that the planned water and electrical design for the initial river park site, located in Milledgeville, will minimize maintenance costs after flooding occurs.

What facilities are planned?

The initial park site, located in Milledgeville of Baldwin County, will include a boat ramp, individual fishing stations, an amphitheater, a festival field, multi-use trails, and possibly a canoe launch, observation tower, wetland boardwalks, overlook areas and more.

The Oconee River Greenway Authority, according to the founding legislation, is allowed to construct “passive parks,” which means that the parks will not include swimming pools or ball fields.
